Fall Board Meeting, October 29, 2011
Osage Beach, Missouri
The Fall Board meeting was held at Tan-Tar-A Convention Center in Osage Beach, Missouri. Officers present were President Terry Edwards, Platte County, Vice President Lois Noland, Macon County, Secretary Debbie Gwin, Clay County and Barb White, Barry County. Also in attendance were 13 other Public Administrators.
President, Terry Edwards at 10:41 AM, called the meeting to order. Debbie Gwin asked for two other Public Administrators to also take minutes of the meeting. Cher Caudel and Sherry Shamel volunteer to assist. Pam Fobair led the Pledge of Alliance and then led up in pray.
President Terry Edwards asked Debbie Gwin, Secretary to read minutes and Debbie stated that the minutes were passed out and on the website for review. Bill Murray made motion to approve minutes and Charli Ackerman second motion.
Correspondence read by Debbie Gwin, Secretary from Riley Bock asking Board consider other means for obtaining hours other than regional and annual meetings. President Terry Edwards stated that would be discussed at next annual meeting in April 2012 in Booneville.
Treasurers Report-
The General Fund accounts as of October 29, 2011:

Lobby Fund account as of October 29, 2011:

Convention profit was $18,982.16 (silent/live auction $4,200.00 and PA donations was $3,725.00)
Membership fees $11,800.00. Treasurers Report to be filed for audit in April 2012.
Presidents Report-
MO Guardianship Statutory Reform Taskforce task to review (see form from Terry Edwards. RSMO 475. MO Planning Council initiated Terry Edwards & Riley Bock to represent MAPA on committee. President Terry Edwards asks if there is anyone else to recommend serving on this task force. Next meeting is scheduled in Dec. 2011/Jan. 2012. Appointed Cher Caudel, to chair committee to research revenue sources. Cher Caudel and President Terry Edwards will work together and find revenue sources to reimburse line items for Public Administrators.
Vice Presidents Report-no report.
Regional Vice Presidents Report
Region 1: Bill McMurray- went to Karen Lesters retirement in Atchison County and gave proclamation, working on Convention in St. Joseph for 2013.
Region 2: Charli Ackerman- Regional meeting was in March 2011 @ Bothwell Hotel, had CMRO there. All Public Administrators received a massage. Spoke briefly about Ray County, Ken Nolker and the problems he is facing with a Deputy committing a fraud and has been charged.
Region 3: Barbara Davolt- not present, but Carol Johnson there and recommend we use Tan Tar A again for future conferences. Next regional meeting is March 2012.
Region 4: Diane Dodson & Donna Underwood Attended convention and havent met except for Regional VP is attending DMH meetings.
Region 5: Jeannette Gregory- not present and no report
Region 6: Cathy Richards & Fay Owsley- Region 6 will hold annual training on March 9, 2012 at Truman Hotel and annual conference at Booneville. Cathy Richards had an article in local Columbia Daily Tribune on October 28, 2011 and is on website to view.
Region 7: Donna Eads- no report
Region 8: Frank Todd- no report
Region 9: Pam Dirnberger-not much to report since convention. No report
Standing Committee Reports
Convention: President Terry Edwards ask to have conference registration information put on website. Members will have reservations at Isle of Capri and vendors will be at a different hotel.
Auditing: no report
Legislative: Had appointment of successor guardian/conservator passed. Ryan Silvey, State Representative for 38th District talking about bringing Missouri Property Tax in focus upon voter approval every 4 years beginning 2016. HJR-1 given first round approval on October 20, 2011. See attached report from Marilyn Schmutzler.
Nominating: no report. Term for MAPA officers expire April 2012.
Resolutions: no report

Training Commission: no report
Awards: Sherry Shamel requested that a motion be made to authorize the purchase of awards for out going Public Administrators. Sherry Shamel had list of possible PAs (13) that will not seek re-election in 2012. Brenda Emmons Thompson resigned on October 14, 2011. Charli Ackerman made motion and Lois Noland second. Motion passed to purchase 5x7 plaques.
Procedure: no report
Public Relations: Stan and Angie are working on new design for website. Charli has struggled with revisions and not out yet just got changes in mid October. Charli hopes to unveil new website. She would like for committee members to be able to post and update website themselves.
MAPA Program Chairperson
Awards: no report
Member advocate: Sherry Shamel is trying to keep updated records on caseload numbers and deputies, etc. Would also like to know what counties are furnished a county vehicle and mileage reimbursement. Sherry Shamel will have Charli Ackerman post on website.
Archive: no report
Traumatic Brain Injury (TBI): no report
NAMI: no report
NGA: President Terry Edwards attended NGA annual conference and got good information and ideas. Terry spoke about selling items on eBay to make money instead of selling at auction.
MAC: Working on website and this years convention was better for us as Public Administrators than in years past. The break out sessions related to the office and clients we serve.
CERF: Sherry stated stocks are down again and property taxes will hurt our retirement. Deferred Benefits have some problems but they are working on those issues.
Probate Judges: no report
MAPA/DMH: Next meeting will be January 24, 2012 from 1:00 PM to 3:00 PM in Jefferson City, Missouri.
MAPA Directory: Charli reports that website is up to date.

New Business/Announcements:
David Yancey stated that SYNCARE took over evaluations for home health and asked why PAs couldnt do those for our own clients. Then we could get reimbursed for the state.
Cher Caudel talked about the money in our accounts and that maybe we should offer scholarships to HS students of MAPA membership. Charli suggested an annual budget with money generated from interest or vendors and exhibitors. We also need have a bylaws finance committee or scholarship committee to over sees finances so it doesnt affect our 501C status.
